An important agreement has been reached between Roseau, the commonwealth of Dominica, and Yiwu, the People’s Republic of China.
It was signed by Melissa Poponne-Skerrit, the Parliamentary Representative of Roseau Central constituency, and Mr. Ye Bangrui, the Mayor of Yiwu, on November 15, 2023.
Melissa Skerrit is grateful to the Mayor of Yiwu, Ye Bangrui and the People’s Republic of China for accepting her request to twin the city of Roseau with the thriving city of Yiwu.
She is excited about the prospects that lie ahead and is confident that this partnership will bring long-term benefits to the Roseau constituents and the other people of Dominica.
She also said that she was honored to announce about this agreement.
The agreement outlines the areas in which we will conduct practical and diversified cooperation and exchanges. These areas include economy & trade, education, culture, tourism, and sports.
This Memorandum of Understanding (MOU) on friendly relations and exchanges marks a significant milestone in strengthening the bonds between the two cities and promoting mutual prosperity and development.
The agreement also aims to establish friendly cooperation based on mutual trust and friendship, and to explore opportunities for collaboration in various fields, such as economy & trade, education, tourism, culture and sports.
The agreement is expected to bring long-term benefits to both cities and their people, such as new business partnerships and investment opportunities, enhanced learning experiences, promotion of rich heritage and attractions, and cultural and sports exchanges.
The agreement also signifies the beginning of a new chapter of cooperation and friendship between Roseau and Yiwu, and between the Commonwealth of Dominica and the People’s Republic of China.

Twinning of cities refers to the development of strategic partnership between two or more communities in an effort to exchange information, technical assistance, training, ideas and other pertinent activities related to sustainable development.
