Georgia: Ministry of environment approves Law on Industrial Emissions

Tbilisi: The Ministry of Environment and Agriculture, at today’s government session, discussed and approved the Law on Industrial Emissions. According to the bill, from 2026, new obligations will come into effect for the private sector in terms of arming large enterprises and improving their technological process.

Negotiations with the European Union have been successful in this regard, and, in the coming years, with the support of the EU project, several enterprises will be evaluated. The best environmental technologies will be implemented in the selected pilot company.

“On Industrial Emissions” Bill, from 2026, will gradually enter into force.

This draft law has been developed in accordance with the EU and the European Atomic Energy Union and its Association with their Member States and Georgia and is based on the European Parliament and the European Council Directive.

According to the “On Industrial Emissions” bill, a new integrated management system will be introduced in the country, aimed at preventing, reducing and controlling air, water and soil pollution as a result of industrial activities. The project also includes the prevention of waste production.

Further the bill asserts that all industrial activities (up to 200 large enterprises) will be regulated, which have significant impacts on the environment and human health. It is noteworthy that, as a result of the adoption of the bill, new mechanisms will be formed for the prevention and reduction of environmental pollution from industrial activities, fully compliant with EU legislation and European standards.

The State continues to implement the plan defined by the policy for the protection of atmospheric air, which, in turn, is in line with the contractual obligations of the Association.
