Georgia: Health Ministry outlines reforms & plans for Georgian healthcare in 2023

Tbilisi: The Minister of IDPs, Labor, Health and Social Welfare of Georgia, Zurab Azarashvili, introduced the current reforms and plans for Georgian healthcare in 2023 in Parliament to the members of the Committee on Health and Social Affairs.

Zurab Azarashvili focused on the DRG system introduced to access Georgian healthcare services, the fairest financing principle. The Health Minister noted that the special group is monitoring the implementation of the new funding system daily, actively reviewing all claims from the sector.

At a meeting with members of the Health Care Committee, Zurab Azarashvili stressed reforms implemented to increase access to quality medicines – including opening the Turkish market, an electronic prescription system and mandatory GDP/GMP standards.

The minister talked about the drug reference prices, which came into effect on February 15 and covered more than 800 medicines, with an additional 400 medicines starting March 15.

The Minister of Health also reviewed the measures taken for maximum access to oncological medicines.

In Parliament, the Health Minister spoke about the needs of patients with type 1 diabetes and explained that in purchasing a continuous blood glucose monitoring system, the comments from beneficiaries’ parents will be taken into account.

The minister also talked about accreditation with mandatory international standards for medical institutions from 2025 and introduced MPs the results of infection control monitoring in clinics.

Zurab Azarashvili emphasized on changes made to improve the working conditions of medical staff. According to him, the minimum wage reform for doctors and nurses has already affected 17,300 employees.

Zurab Azarashvili informed deputies about changes made in the Emergency Situations Coordination and Emergency Assistance Center icluding a paramedics program, which will allow citizens to receive prompt and effective care.

According to the Minister of Health, active work is underway to establish a bachelor’s course of paramedic in higher medical schools.

Following last year’s summary, the health minister introduced plans for 2023 to health committee members. Also, talked about hepatitis C and B elimination programs. According to him, by 2025, hepatitis C should be completely eliminated. 

Regarding the dialysis program, according to Zurab Azarashvili, centers opened in 2022, will serve up to 2,700 beneficiaries, and in 2023, their number will be added to 10 locations across the country.

Zurab Azarashvili informed the deputies about the Children’s Oncology Center and noted that in a multifunctional medical facility all necessary services will be available for beneficiaries in one space.

The Minister of Health has focused on the refugee housing program starting in 2023 at the initiative of the Prime Minister. According to him, by 2025, 13,000 displaced families will have adequate housing.

The Minister of Health also spoke about employment and social directions. Zurab Azarashvili has focused on the increased state pension and allowance for disabled people, and also noted that this year, the allowance for socially vulnerable children will be increased from 150 to 200 GEL.
