In the Guria region, the World Bank-funded Road Rehabilitation Project contained incorrect information not only about the date of the project but also the date of completion, the volume of work done, the fact Regarding the amount paid and other circumstances related to the project.
With World Bank financing, the rehabilitation projects of 9 different damaged road sections (up to 63 km) in Guria region not 2 years ago, but at the end of May 2021, the company “China Road and Bridge Corporation” – Dad has started it.
The road rehabilitation project will be divided into 7 lots and slated for completion by the end of November 2022.
According to the contract, the cost of the project, which is 58.5 million GEL, will be paid to the contractor company in proportion to the actual work completed and approved by the supervising company.
According to today’s data, from 58.5 million GEL, the company has received only 13.2 million GEL for advance payment and actual performance.
On one part of the road rehabilitation project (Chokhatauri centre) the works have already been completed, and the road cover has been set up.
Due to the delay in the plan-schedule of works, the contract with the company was terminated on one part. The bank guarantee for advance payment and contract performance has been activated, and 4.8 million GEL has been paid to the state budget by the company.
On three sections, the company faces fines for non-compliance with contract terms on each expired date.
The total amount of fines imposed on the company is already 1.7 million GEL.
As of today, the company has significantly increased the pace of production of road rehabilitation works. However, the works’ production process remains monitored, and in case of insufficient progress, appropriate measures under the contract will be taken.
Consequently, the claim of the authors of the story, that the company was given the whole amount of the project – 59 million GEL, is a lie. It is also a lie that the works should have been completed last year or in May of this year. Incorrect information about the fact that the construction company has never been fined and so on.
When a media narrates a story based on unverified information with a competent authority, unfortunately, it creates a basis for the assumption that its purpose is not to provide objective information to the public but only to state agencies.
