The Employees of the Environmental Supervision Department of the Ministry of Environment Protection and Agriculture have identified 586 facts of non-compliance with the established norm for the emission of motor vehicles in four cities between January 1st and January 31st, 2026.
331 violations have been reported in Tbilisi, 105 – Batumi, 104 – Kutaisi, 46 – Rustavi. In order to improve atmospheric air quality and minimize pollution from the transport sector, department inspectors daily carry out control of the emission of vehicles on roads in four cities of the country.
Department of Environmental Protection Supervision in cities: Tbilisi, Batumi, Kutaisi, and Rustavi – checks visible emissions of vehicles on roads since September 2023. Based on the analysis conducted several months after the implementation of control measures, the department has begun the process of strengthening its capacity.
In order to increase the efficiency of the exposure of atmospheric air pollution from the transport sector, the number of crews has increased, and hybrid vehicles have been purchased. For today, 15 crews of the department carry out exhaust control. Crews are equipped with the right measurement tools. Training of employees is done periodically.
Employees of the department can check more locations and more vehicles. As a result, controls have become more scalable and effective; an increased fact-finding rate was recorded – in 2024, the department reported 5562 cases of non-compliance with established motor vehicle emission norms; and in 2025, the department employees will carry out more vehicle inspections in four major cities and 454 more facts.
In 2026, the Department of Environmental Supervision identified 586 cases of non-compliance with established vehicle emission standards. These cases were recorded in four cities during the period from January 1 to January 31, 2026: 331 violations in Tbilisi, 105 in Batumi, 104 in Kutaisi, and 46 in Rustavi.
In order to improve ambient air quality and minimize pollution from the transport sector, the Department’s inspectors carry out daily monitoring of emissions from motor vehicles operating on roads in four cities across the country.
Since September 2023, the Department has been conducting inspections of visible vehicle emissions on the roads of Tbilisi, Batumi, Kutaisi, and Rustavi. Following an analysis conducted several months after implementing these control measures, the Department initiated a process to strengthen its operational capacities. To enhance the effectiveness of detecting air pollution from the transport sector, the number of inspection crews was increased, and hybrid vehicles were acquired.
Currently, the Department’s vehicle emission control activities are carried out by 15 specialized crews, each equipped with appropriate measurement instruments. Staff members undergo periodic retraining to maintain and improve operational proficiency. These improvements have enabled the Department’s personnel to inspect a larger number of locations and vehicles, making the monitoring process more extensive and effective.
In 2024, the Department identified 5,562 instances of vehicle emissions exceeding the established standards. In 2025, inspections in the four major cities resulted in a notable increase in both the number of vehicles inspected and the number of non-compliance cases, with 454 additional violations compared to the previous year.
