Georgia: By the decision of the Georgian government, in 2025, for the first time in the history of the Georgian education system, the state language exam will be held.

The Minister of Education, Science, and Youth of Georgia, Givi Mikanadze said the registration for the exam will start on November 24 and will end on December 1. This was announced in a briefing held at the Ministry.

According to Givi Mikanadze, most countries in the world take state language exams, according to the results of which the language proficiency and a certificate are recognized by that particular country.

This is especially important for foreign students, foreign citizens with the right to work in public service, Georgians living abroad, and non-Georgian-speaking staff employed in the business sector.

He also noted, “The state language exam is important for strengthening the status of Georgian as a state language and expanding the language’s function area.”

For this purpose, in accordance with the Action Plan of the State Language Strategy for 2023 – 2024, the National Assessment and Examinations Center has prepared an exam that is fully in accordance with international standards. From now on, the state language exam will be held several times a year and will give us the opportunity to test four competencies.

These are: listening, reading, writing, and speaking. At this stage, two tests of different difficulty will be held: the first determines Georgian language proficiency levels A1 and A2, the secondB1 and B2 levels. Levels will be differentiated based on how many points the applicant collects.

Starting from 2030, together with A1, A2, B1, and B2 levels, we plan to hold exams for C1 and C2 levels, and work in this direction is actively underway,” the Minister noted.

According to Givi Mikanadze‘s statement, registration for the Georgian language exam will only be possible electronically on the registration page of the National Assessment and Examinations Center online, naec.ge.

The Braille system or special electronic program is provided for visually impaired and blind students.

The State Language Department will issue a document that proves the level of state language proficiency based on the results of the state language exam.

The National Assessment and Examinations Center was working on the exam test in several phases – at first, the tests of individual competencies were administered throughout Georgia, then, following the psychometric analysis and expert evaluation of the results, a test task bank was created, and the format of the exam test was developed.
