Starting from February 1st of this year, it will be mandatory for citizens to submit an electronic form for a construction request and the acceptance of the building waste operation.
With the joint initiative and cooperation of the Ministry of Economy and Sustainable Development, SP Space and Urban Development Agency (SUDA), and Sagarejo Municipality, Sagarejo Municipality City Hall started the process of implementing the one window principle in the direction of urban, architectural, and construction supervision, which takes into account organizational changes in electricity, installing the throne systems.
This initiative is based on the provision of N72 of February 15, 2022, of the Government of Georgia on the “Spatial Planning Information System“, as well as articles 431 and 1012 of the Code of Spatial Planning, Architectural and Construction Activities of Georgia, which concerns the digitization of detailed plans of dismantling and the construction permit/construction notification process. This legislation will be implemented on February 1, 2026.
The implementation of electronic systems will ensure the publicity and availability of information in the municipality, urban, architectural, and construction supervision. Also, it gives citizens the opportunity to address the municipality without wasting time, money, and energy.
MS.GOV.GE has been used for the implementation of these goals, the already existing, Tbilisi Municipality Hall, a(a)ip Municipal Services Development Agency (MSDA) electronic statement platform MS.GOV, GE.
MSDA electronic system consists of 3 (three) platforms:
- Online Portal of the Moglaks: https://ms.gov.ge
- Georgia’s interactive story. https://maps.municipal.gov.ge
- Electronic system of document return: https://apps.gov.ge
The declaration registered from the electronic portal of citizens (Class I, building permits, urban building projects, plot re-union, commissioning of the site, and other applications prescribed by law) will be automatically displayed on the interactive map and is public for anyone interested.
The mentioned system also includes:
- To the citizen’s personal page (physical, legal);
- To the categories of electronic statements;
- Introduce the document to the draft.
- SMS and Email messages on the progress of businesses;
- To the decisions and messages of the municipality.
- To file an application submitted electronically.
