The first meeting of the working group tasked with lelaborating the new Georgian draft law “About Education and Science” was held, at which the Minister of Education, Science, and Youth, Givi Mikanadze, participated.

The Ministry of Education, Science, and Youth of Georgia shared glimpses of the meeting on its official Facebook Page on Saturday, March 7, 2026. The Georgian Ministry also shared a small note about the meeting along with its glimpses.

The initiative is part of the broader reform process aimed at modernizing the country’s education and science system and aligning legislation with current national and international standards.

As Givi Mikanadze noted, at this stage, more than 7 legislative acts regulate the legal relations related to the sphere of education and science, which makes the work process both structurally and intrinsically faulty.

According to the Minister, the new initiative means creating a bill that will consolidate the major legislative acts regulating the field into a unified legal framework.

During the first working meeting, the participants discussed the stages of elaboration of the new draft law. Responsibilities were distributed among members, current laws and regulations were discussed, flaws of the legal framework were analyzed, and challenges were identified.

The next stages of the group’s activities have been planned. Members agreed that the bill will be presented to the Parliament of Georgia at the autumn session. After the adoption of the law, the Ministry will implement a complete revision of the internal normative acts in the field of education.

The working group, which was created within the framework of the reform of the higher education system on the initiative of the Georgian government, is headed by Zviad Gabisonia, Deputy Minister of Education, Science, and Youth. Members of the Special Group are representatives of executive, legislative, and academic circles and experts in relevant fields.
