Georgia: At the meeting of the Committee on Procedural Issues and Rules, the deputies discussed the issue of premature termination of the mandate of the member of the Parliament of Georgia, Levan Varshalomidze, and supported the corresponding conclusion of the committee.
The chairman of the committee, Irakli Kadagishvili, introduced the project of the committee’s conclusion to the deputies at the session and explained the reasons for the preparation of the said conclusion.
“In accordance with Article 39, Clause 5, Sub-Clause “C” of the Constitution of Georgia and Article 6, Clause 2, Sub-Clause “C” of the Regulations of the Parliament of Georgia, the authority of a member of the Parliament will be terminated before the term, if he/she does not attend the next sessions during the next session due to a dishonest reason. A total of 26 sessions will be held during the next spring session of the Parliament in 2022. From this, a member of the Parliament, Levan Varshalomidze, missed 26 more sessions. Pursuant to Article 6, Clause 8 of the Rules of the Parliament, if a member of the Parliament does not attend more than half of the regular sessions during the next session, the Committee on Procedural Issues and Rules will determine the reason for the absence within ten days after the end of the next session, and if it is proven that the reason is dishonourable, will prepare the relevant conclusion”, Irakli Kadagishvili noted.
The chairman of the committee explained to the members of the committee in what cases it can be considered honourable for the deputy to miss the sessions and noted that no such reason was presented by Levan Varshalomidze.Â
According to his own statement, neither the “United National Movement” – the united opposition “Strength is in unity” faction has presented any document or certificate, which would consider the sessions missed by the MP as honourable.
As for the political boycott, according to Irakli Kadagishvili, the issue of boycott is also regulated by the regulations, and in this case, neither the member of the Parliament nor his faction has presented a relevant notification.
“Accordingly, it is confirmed that member of the Parliament, Levan Varshalomidze, missed 26 regular sessions of the spring session for an honourable reason. Therefore, the committee believes that in accordance with the Constitution of Georgia and the regulations of the Parliament, the authority of the member of the Parliament, Levan Varshalomidze, should be terminated before the deadline”, said Irakli Kadagishvili.
According to the chairman of the committee, the report of the committee will be sent to the Bureau of the Parliament and to the first plenary session.
