The Prosecutor’s Office of Georgia has initiated criminal proceedings against former Prime Minister Giorgi Gakharia. The charges relate to the violent events of June 20–21, 2019, near the Georgian Parliament, and the Chorchana incident, accusing Gakharia of abusing power and causing serious injuries to multiple citizens.
It is to remind the society that on June 20, the European Court of Human Rights decided on May 7, 2024 in connection with the events that took place in Tbilisi on June 20-21, 2019, at the Palace of Parliament, found the violation of Article 3 of the European Convention on Human Rights and instructed the state to carry out some investigative actions, and recommended the evaluation Responsible for the planning and execution of the event The actions of the mouths.
Accordingly, several investigations were conducted, including investigative experiments involving victims; in addition, more than 100 types of expertise were conducted. As a result of the investigations, the accusation of a particular person, Giorgi Gakharia, was found, as follows:
- On June 20, 2019, in the evening hours, in Tbilisi, the initially peaceful demonstration on Rustaveli Avenue turned into violent activities. Some of the protesters tried to reach the Parliament building by force.
- They launched violence against the law enforcers in front of the parliament building, attacking them with different items, damaging and destroying their belongings.
- The former Minister of Internal Affairs Giorgi Gakharia instructed the staff of the Special Tasks Department to disregard instructions and legislation to use special means together in parallel mode, without any warning and without allowing peaceful participants of the demonstration, organizing the health intention of the citizens X to their damage.
- As a result, dozens of citizens suffered injuries of various degrees from the use of special equipment, including rubber bullets, and two citizens lost their eyes, and five citizens sustained serious health injuries.
Regarding the second episode of the accusations
The investigation finds that on August 24, 2019, the current Minister of Internal Affairs Giorgi Gakharia, who was also Secretary and Permanent Member of the National Security Council, ignoring the powers of the National Security Board and disagreeing with the Prime Minister of Georgia, as well as coordination with the State Security Service of Georgia and Without informing the EU observation mission, He decided unanimously to establish additional police station along the occupation line near the village of Chorchana.
This fact was widely covered in the media with the initiative and participation of Giorgi Gakharia. As expected, the mentioned actions were used by the representatives of the occupation regime as an excuse for actions against the territorial integrity of Georgia.
Specifically, on September 5, 2019, illegal armed formations of Tskhinvali’s de facto regime took over the territory controlled by the Georgian government.
