Tbilisi, Georgia: The Georgian Civil Aviation Agency (GCAA) hosted a workshop on system-wide Information Management (SWIM) issues related to Air Traffic management. The three-day long meeting was attended by large number of civil aviation experts from many countries.

A working meeting on the systematic management of information related to the organization of air traffic in Georgia (SWIM) was held within the framework of the European Air Navigation Security Organization (EUROCONTROL) project.

At the Agency’s invitation, representatives of the Ministry of Defense, Air Service Enterprise, and airports and airlines registered in Georgia attended the event together with the Agency’s employees.

During the three-day working meeting, EUROCONTROL experts introduced the concept of SWIM, the regulatory and legislative framework, and requirements to the participants in detail. They focused on the stages of implementation of SWIM services, necessary technical infrastructure, and features. In addition, the conversation touched upon the challenges of transitioning to a new system, especially the need for synchronous digitization of processes by relevant airlines.

System-wide information Management (SWIM) is the systematic management of information related to aviation organizations through the integration of relevant standards, infrastructure, and processes and the exchange of compatible services between qualified parties.

Implementation of SWIM is one of the priorities of the United European Air Traffic Organization General Plan. This plan will improve global, regional and domestic services through the aviation information exchange process and modern digital solutions among relevant actors.

Georgian Civil Aviation Agency (GCAA)

GCAA is responsible for monitoring and developing Civil Aviation in Georgia. It realizes State administration and safety oversight in this sector, develops regulations and procedures, supervises their fulfillment, and provides related services.

The main goals are:

  • Implementation of European aviation safety and quality management standards,
  • ensuring passenger’s rights and their interests,
  • simplification of administrative procedures and establishment of an attractive environment for investors, development safe,
  • efficient and environmentally acceptable airport network,
  • Further enhancement of cooperation with International Civil Aviation Organizations.
