Georgia: The Investigation Service of Georgia has revealed another fact of fraudulently taking large amounts of cash allocated as grants on Tuesday, November 11, 2025.
Investigative Service of the Ministry of Finance of Georgia actively continues to study the lawfulness of spending of funds allocated as a grant by the Ministry of Environment and Agriculture A(a)IP-Rural Development Agency of Georgia.
At this stage of the investigation, another fact of fraudulent group possession of large amounts of cash allocated as grants has been revealed, and 4 persons have been held responsible for the criminal case.
Employees of the Investigative Service of the Ministry of Finance, in coordination with the West Georgia Regional Prosecutor’s Office, on the fact that the Rural Development Agency has been arrested for fraudulently taking large amounts of cash allocated as a grant by the Rural Development Agency, Ltd, “Elitmsheni” and cooperative “RK Georgian Bostneuli”. One member of the criminal group was charged without attending, and a legal prosecution against one person was initiated.
Confirmed by the accused, the facts of fraudulent possession of 430,200 GEL, creation of 167,918 GEL fictitious VAT assets, and fraudulent possession of 2,000 GEL budget.
Investigation suggests that the cooperative and the rented company agreed, in particular: (a)IP “Elitmshen” Ltd., cooperative “RK Georgian Vegetables” issued a fake electronic tax receipt-invoice of 1 100 800 GEL from the budget allocated for co-financing from the “Agriculture and Agricultural Development Agency” for fraudulently taking over the cash amount of 430 200 GEL, cooperative “Rk Georgian Vegetables”, ordered a fake electronic tax invoice of 1 100 800 Lari On performing s value works and Proper fake trade surplus for supplying goods of various names required for greenhouse farming, yet no work has been done.
Investigation is underway under Article 180, sections 2 and 3, 19-180, articles 2 and 3, and articles 210 and 362, which provides for imprisonment for 6 to 9 years.
