The Georgian Minister of Education, Science and Youth, Givi Mikanadze, held a working meeting with the management team of the project “Innovation, Inclusion and Quality (I2Q)” financed by the World Bank.
The Ministry of Education, Science, and Youth of Georgia shared the glimpses of the meeting on its official Facebook Page on March 16, 2026, Monday. The Georgian Ministry also shared a small note about the working meeting, along with its glimpses.
The participants of the meeting, together with experts working on the higher education funding model, discussed the new higher education funding model and mechanisms developed under the I2Q project. These include a grassroots funding model, which focuses on identifying different tuition fees and ensuring financial stability for higher education institutions, and recognizing the specific needs of academic programs.
As the Minister noted, the higher education reform places a special focus on proposing a new funding model for universities, which, in turn, ensures improving the quality of education.
The meeting also discussed a performance-based financing model, which will take into account state priorities and regulations. The conversation touched upon one of the financing tools – the Competitive Innovation Fund (CIF), which has been operating in the system since 2022.
Zviad Gabisonia, Deputy Minister of Education, Science, and Youth of Georgia, and Ministry employees also participated in the working meeting. Drawing in-depth analysis of national needs and research of international best practices, international and local education experts have been working for several years to shape diversified funding mechanisms for higher education.
The Ministry is continuing to work on the creation of a new funding system, which will be actively involved in the process after being considered.
