Georgia expands Primary Healthcare Reform

The primary healthcare reform continues. The Minister of Health, Mikheil Sarjveladze, met with representatives of the sector to discuss current processes, implemented changes, and plans.

The Ministry of Internally Displaced Persons, Labor, Health and Social Welfare of Georgia shared glimpses of the meeting on its official Facebook Page on August 26, 2026, Wednesday. A small note about the meeting was also shared a small note about the meeting along with its glimpses.

The Minister emphasized the importance of developing the primary healthcare sector and noted that an effective healthcare system should be based on strong primary healthcare. According to him, it is necessary to further strengthen the role of primary healthcare so that this sector can fully fulfill its functions in such important areas as disease prevention, vaccination, screening and timely provision of necessary services to the population.

The reform includes an expanded package of services for citizens, including access to additional instrumental and laboratory tests, as well as the introduction of a new financing model that takes into account the needs of patients by age and evaluates the results achieved by medical institutions.

These changes will contribute to improving the quality of service and strengthening the role of primary healthcare professionals. The pilot phase of the reform began in 6 primary healthcare institutions, and at a later stage, as a result of the compliance assessment, 43 institutions were included in the updated financing model.

The process of including primary healthcare service providers in the updated model will continue in stages. Institutions can submit applications to the National Health Agency until October 1, 2026. After reviewing the submitted applications, if the criteria are met, the institutions will be included in the updated financing model from March 1, 2027.
