A meeting was held at the Biltmore Hotel with the participation of stakeholders in order to raise awareness about the generation of protective measures, in particular anti-dumping measures in WTO trade. The meeting was organized by the Competition and Consumer Protection Agency, with the technical support of the WTO.
The event was attended by representatives of executive and legislative authorities, business associations, and companies interested in the anti-dumping measures system.
The main rapporteur of the meeting, expert Maxim Shmelev, representative of the Rules Division of the World Trade Organization, addressed the participants of the event and introduced them to the international legal framework and global trends for the use of anti-dumping measures in trade.
The discussion touched upon the stages of the anti-damping study, the roles and rights of the parties involved in the process, as well as the obligations of the study body. A separate session covered the procedures for starting a study, local industry filing requirements, and evidence sufficiency criteria.
During the 2-day event, the approaches to determining normal value and the principles of fair price comparison in the dumping section will be discussed. Participants in the meeting will discuss the basis for assessing evidence sufficiency and using available information in case stakeholders refuse to cooperate. The principles of low tariffs on the dumping margin and the procedures of anti-dumping measures review (repeated study) will be reviewed.
The goal of the 2-day event, which was held within the framework of the World Trade Organization (WTO) Technical Support Program, is to raise awareness of Georgian public and private sector representatives regarding the legal and methodological framework of protective measures in WTO’s trade, in particular, anti-dumping measures. Meetings serve to strengthen the institutional framework of the study body and other relevant public institutions.
