Georgia launches Pilot Program to manage stray animal population

Georgia: The Government of the European Country Georgia implemented a Pilot Program for the management of the homeless/stray animal population on Monday, August 18, 2025. Notably, the National Food Agency of Georgia urges the stakeholders to participate in the program.

The National Food Agency of Georgia shared the details of the program on its Official Facebook Page and urged the public and volunteers to get involved in the program for maximum efficiency and transparency in the process.

In particular, all interested persons can leave a message about the location of stray animals in the regions of Adjara, Imereti and Kakheti (the pilot program covers only these regions) on the unified hotline 15-01 of the Ministry of Environmental Protection and Agriculture, cooperate with special crews created within the framework of the program, which ensure the collection and transportation of animals to shelters designated by the program, where the animals will undergo castration-sterilization, diagnostic testing, stay in the shelter to monitor the animal’s health, if necessary, anti-rabies vaccination and identification-registration. After veterinary manipulations, specially created crews ensure the return of the animal to its natural area.

According to the provisions of the Government of Georgia (N 1019, June 26, 2025), in coordination with the Ministry of Environment and Agriculture, the National Food Agency has launched a pilot program for the management of the population of stray animals (dogs, cats).

The program will help manage animal populations, monitor their health, prevent measles and other diseases, while protecting human health and safety. The program, in the first stage, includes the regions of Adjara, Imereti, and Kakheti and is implemented with the involvement of local governments.

Within the framework of the program, it is determined to take 9,000 stray/unowned animals from the streets and transfer them to shelters designated by local governments for appropriate manipulations.

To implement the program, the agency purchased 20 vehicles equipped with a ventilation system, cages, appropriate medications, and inventory. An additional 40 employees have been hired to implement the program, working in 20 crews.
