The Deputy Minister of Education, Science and Youth of Georgia, Baia Kvitsiani, participated in the 9th plenary session of the Council of Europe Education Management Committee (CDEDU) held in Strasbourg.

At the plenary session, the Committee for Education Management (CDEDU) discussed the activities implemented in the direction of the preparatory work for the 27th Permanent Conference of Ministers of Education, “Strengthening teachers in the digital era for a democratic Europe“. Including sub-thematic directions of the ministry and a framework document.

CDEDU delegates discussed and approved the draft recommendation on “Artificial Intelligence (AI) Literacy in Education,” which is an important step towards equipping students and educators with appropriate skills and competencies for responsible and democratic use of AI.

Deputy Minister Baia Kvitsiani stressed that the process of preparing methodological and framework documents required for implementing artificial intelligence in education should not be long. He said there is a risk that by the time the training is over, all these documents and approaches, due to the rapid advancement of AI, will be obsolete. To solve this challenge, it is necessary to use a thorough and timely approach. Therefore, the methodology developed should be focused on fundamental issues and ethical norms, on principles that will stand the test of time and are less subject to change, and not on short-term approaches, which may soon be worn out and need to be changed tomorrow.

The session approved a draft recommendation for Teaching History in the Digital Era“, which addresses challenges such as digital transformation, disinformation, and credibility of historical knowledge.

Delegates also discussed the report prepared on the mechanisms of legal protection of academic freedom, which also introduced the preliminary outline of the draft Convention on Academic Freedom. It was also noted that the issue of drafting the Convention on Academic Freedom may be presented for discussion at the Ministry of Education scheduled for December 2026. Representatives of European Council Member States, international organizations, and important European stakeholders participated in the event.
