Georgia presented the European Commission with the “Economic Reform Programme – 2025-2027 (ERP)” document for the second time on January 15, 2025, according to the Georgian government’s N31 provisions.

This information was published by the Ministry of Finance of Georgia on its official Facebook page on January 23, 2025. According to the information published by the ministry, Georgia presented its economic reform agenda to the European Commission.

The Ministry said that it should be noted that as a candidate country of the European Union, Georgia joined the process of preparing the Economic Reform Programme for the first time at the end of 2023 after it was granted candidate status.

The goals of Georgia’s economic reforms are

  • Boost living standards,
  • Create jobs,
  • Increase resilience,
  • Promote sustainable and inclusive growth,
  • Address economic inequality.

According to the information shared by the Ministry, the document, according to the method approved by the European Commission, represents the medium-term framework of macroeconomic and fiscal parameters. In the preparation of the document, Georgia mostly bases the goals and parameters of the medium-term planning set by the Georgian Country Basic Data and Directions Document (BDD), which in turn, as part of the structural reforms, comes from the country’s strategic development document “Vision – 2030 Georgia Development Strategy”.

The document “Programme of Economic Reforms – 2025-2027” also shows the progress of the recommendations made to candidate countries within the framework of the joint conclusion adopted by the European Commission on the 14th of May 2024 based on the evaluation of the first document of Georgia “Programme for Economic Reforms 2024-2026”.

It was also noted that the first four chapters of the document ERP cover the description of macrophysical parameters and public finance management, while the fifth chapter covers structural reforms.
