Georgia records 20,727 vehicle emission violations

The Environmental Supervision Department has identified 20,727 cases of non-compliance with the established norms of vehicle emissions in the 3 years since the start of monitoring.

The Environmental Supervision Department has identified 20,727 cases of non-compliance with the established norms of vehicle emissions in the 3 years since the start of monitoring.

The Environmental Supervision Department of the Ministry of Environmental Protection and Agriculture, to reduce atmospheric air pollution from the transport sector, has been monitoring emissions from vehicles on the roads of the country’s four largest cities – Tbilisi, Rustavi, Kutaisi, and Batumi- since September 4, 2023.

Department officers have discovered 20,727 instances of non-compliance with the set vehicle emissions standards since monitoring began. 11,273 infractions were found in Tbilisi, 3,627 in Batumi, 3,366 in Kutaisi, and 2,461 in Rustavi.

There were 18,032 infractions by individuals and 2,695 by legal entities. Passenger cars accounted for 12,109 breaches, minibuses for 7,905, trucks for 694, busses for 18, and an excavator for 1.

Based on the analysis conducted several months after the start of vehicle emission control, the Department began to strengthen its control capabilities. The number of crews increased, the Department purchased hybrid vehicles, and the crews were equipped with appropriate measuring devices. To enhance employee qualifications, staff undergo periodic retraining.

As a result of the strengthened capabilities, the department’s employees were given the opportunity to inspect more locations and more vehicles, which led to an increase in the number of detected violations. In particular, in 2024, the department detected 5,562 facts of non-compliance with the established norms of vehicle emissions; in 2025, 6,016; and during 8 months of 2026, 6,105 violations. Of these, 743 facts were recorded in August alone.

Three years after the start of monitoring, in order to improve emission control mechanisms and increase the efficiency of the process, the Emission Control Service was formed as a separate structural unit in the department, which ensures the implementation of the control process even more effectively and promptly.
