Tbilisi: The Parliament of the Republic of Georgia adopted the “Penitential Code” in the third reading with 82 votes. This is seen as a big victory for the ruling party Georgian Dream.
Justice Deputy Minister Tornike Cheishvili, speaking on the occasion, said that “The new “Penitential Code” is another litmus test that reveals the progressive nature of reforming the penitentiary system of our Country and it can be said that it supports many innovative projects in the penitentiary system”.
Deputy Minister of Justice further added that even the digital university is worth mentioning among these innovative projects implemented by our government since, from this point of view, the “Penitential Code” involves increased opportunities for obtaining higher education for Georgia Students. At the same time, any defendant will have the right to receive a higher education of his choice.Â
There is also an increased area of ​​employment and rehabilitation programs in general for the welfare of all. Similarly, “It is important to mention that the principle of providing prisoners with decent living conditions is emphatically presented . At least one of the signs of this is that the living conditions of accused and convicts are equal as per the concept of natural justice. As per another provision, the right called the opportunity to communicate with the outside world of prisoners is very important, there are a number of changes here as well.
According to the minister, it is worth noting that the new “Penitential Code” also creates very tangible guarantees in order to increase the efficiency of the penitentiary service across the country.
 It is worth mentioning that from this point of view the new social and legal protection guarantees introduced for the employees of the system are very important.
Tornike Cheishvili said, “Ultimately this Code is focused on enhancing the effectiveness of the penitentiary system, among them all using modern technologies. The mentioned code is indeed a legal and important document of the European standard, a legislative act, which is based on the idea of ​​a person whose dignity is protected in all aspects as a truly supreme value”.
