The Georgian Prosecutor’s Office arrested an Interior Ministry employee for abuse of power on February 13, 2026, Friday. The Georgian Prosecutor’s Office shared the details of this crime on its official Facebook page on January 2, 2026, Friday.

An investigation conducted by the Investigation Department of the Tbilisi Prosecutor’s Office revealed that on February 10, a minor was walking in the vicinity of the Nadzaladevi metro station, when officers of the Gldani-Nadzaladevi district police department stopped him for questioning. Police officers conducted police measures provided for by the Georgian Law on Police, interrogating the minor in order to identify him.

The minor fully informed the police officers about his identity. The deputy head of the department, L.Kh., who was on the scene, knew that the person stopped by the police officers was a minor and, accordingly, any investigative/procedural action against him required the presence of a legal representative, as well as the grounds provided for by the Criminal Procedure Code of Georgia. Despite the above, L.Kh. exceeded his official authority and, without any legal grounds, decided to inspect the minor’s mobile phone to find a so-called location photo confirming the placement of drugs in it.

For which L.Kh. demanded that the minor unlock the mobile phone and hand it over to him, to which the minor refused. Irritated by this, L.Kh. verbally abused the minor, threatened to arrest him, and tried to force him to unlock the mobile phone, which he failed to do.

Throughout this process, the minor requested to invite his legal representative, and in this case, expressed his willingness to allow L.Kh. to view the mobile phone.

An investigation into the case was initiated based on a request from the General Inspectorate of the Ministry of Internal Affairs of Georgia and a report received by the hotline of the Prosecutor’s Office.

The General Inspectorate of the Ministry of Internal Affairs of Georgia identified the persons involved in the above-mentioned case and provided the said data to the Prosecutor’s Office.

During the investigation process conducted by the Investigation Department of the Tbilisi Prosecutor’s Office, L.Kh. admitted during interrogation that he had exceeded his official authority, after which, due to urgent necessity, he was detained as a defendant under Article 333, Part I of the Criminal Code of Georgia, which provides for imprisonment for a term of up to three years as the form and measure of punishment.

The Prosecutor’s Office will apply to the court for the application of a preventive measure to the defendant within the time limit established by law.
