Tbilisi: In another significant setback to the ruling regime “Georgian Dreams” the President has refused to approve the new bill initiated by Georgia’s party. The bill prohibit the LGBT propaganda.
It is worth mentioning that the President is very critical of the policies of the Georgian Dream party. She already vetoed the foreign agent law. The president, who was in the German capital to meet his German counterpart also criticised the ruling party for its anti-Western approach.
The decision of the President came yesterday. The full name of act is “family values and protection of minors”. The country’s Western partners criticised the bill for violation of the constitution of Georgia. The bill now has been returned to Parliament quoted some media houses familiar with development.
The bill which has been disapproved by President now includes the prohibition of “LGBT propaganda”. It prevents the spread of LGBT propaganda especially in educational institutions.
Moreover it also prohibits the spreading of information in this regard. It also legally bound everyone not to promote any information which promote the person’s belonging to other or opposite gender. It means no person can exceed the limit of the to establish same-sex relationships or incest.
It is worth noting that last month Michael O’Flaherty sent a letter to the chairman of Parliament; he is the Council of Europe Commissioner for Human Rights and in his letter asked members of the parliament not to adopt any law related to the “protection of family values and minors”.
Although bill is now have been sent back to the parliament for reconsideration, but it has not been accompanied by the President’s substantiated remarks. The letter usually contains the remarks that this bill has been signed or vetoed by the President.
Now the Parliament will not need any reconsideration to the bill. The Georgian law authorises the Speaker of Parliament to take a call for the adoption of a bill. This is special power vested with the speaker of Parliament. The Speaker also adopted the foreign agent law by using his special power when it was vetoed by the President after wide scale protest.
