Special Investigation service held a meeting on pedophilia registry

The representatives of the Special Investigation Services of Georgia have organized another critical conference. The conference aimed to discuss the possibilities and challenges of creating a paedophilia registry for offenders of sexual crime against minors.

Tbilisi: The representatives of the Special Investigation Services of Georgia have organized another critical conference. The conference aimed to discuss the possibilities and challenges of creating a paedophilia registry for offenders of sexual crime against minors.

At the same time an official of the Special Investigation Service presented the initiative to create a paedophilia registry and monitoring mechanism to the Public Defender and representatives of public agencies. This will now again be discussed in detail by all stakeholders.

At the conference the head of the service, Koka Katsitadze introduced the initiative of creating an electronic registry of persons convicted of pedophilia and sexual extortion. He also informed the attendees about the state monitoring mechanism to the Public Defender, General Prosecutor’s Office representatives, ministries and judges.

At the same  meeting the representatives of the Special Investigation Service spoke at length about the specifics of the registry and monitoring mechanism of persons convicted of pedophilia and sexual extortion.

Moreover  they shared the best international practices with the attendee. The meeting continued in discussion mode and an opinion was expressed regarding the timeliness of the initiative and the necessity of its implementation for the prevention of crime.

According to the officials from the Special Investigation Service the names of persons identified by the Special Investigation Service for sexual extortion and sexual crimes committed against minors and minors will be entered in the electronic register. Similarly the register will also contain the names of  those persons who obtain and distribute footage of private life for profit.

It is to be noted that under new provisions various restrictive measures will be applied to persons convicted of these crimes. Some of these measures include the ban on living with a minor, no right to approach an educational institution within a 30-meter radius, the right to transport passengers, the prohibition of medical and pedagogical activities and work as a social worker.

The concept of state monitoring includes the obligation of a convicted person to report to the investigative body at certain intervals and to keep a check on person’s residence and work address.

The Public Defender, representatives of public agencies and the academic circle positively evaluated the service’s initiative and expressed their readiness to implement specific measures in terms of future cooperation.

The Special Investigation Service will actively cooperate with the Parliament of Georgia to implement the necessary legislative changes to combat pedophilia and related crimes. The general public also lauds the decision of service which became necessary to counter such crimes against children.
