Tbilisi Municipal Inspectorate held a summary working meeting for 2025 on December 30, 2025, Tuesday and summarized the measures taken in terms of urban order protection.
The head of Municipal Inspection, Gogi Chikovani, together with deputies and heads of directions, discussed the results achieved in 2025 in terms of law enforcement and thanked the employees for the work done and outstanding results.
This year, the inspection had high indicators, both in terms of responding promptly to construction and administrative violations, as well as their observation and prevention, and the commissioning of completed construction objects.
To effectively implement urban order protection, improve existing services, introduce new services, and enhance services in the capital city, several projects and events were implemented.
Within the framework of law enforcement measures, the total amount of financial sanctions issued by the Inspection in 2025 amounted to 47,823,410 GEL.
In 2025:
- It has been studied, and the appropriate provisions were issued on 1531 cases of construction violations.
- 531 construction objects were suspended for illegal construction, as well as for violation of safety rules and permitting conditions.
- More than 70 special measures have been implemented to curb the seizure of state and municipality lands, and tens of hectares of illegally occupied state lands have been freed.
- From the perspective of environmental protection and waste control, 1501 violations were identified, violators were fined, and the cleaning of the areas that were delayed was prevented.
- Several problematic locations have been identified in terms of damage and cutting of trees and plants and green foliage. The facts of cutting trees and plants have been examined, financial sanctions have been imposed on violators, and case materials have been sent to law enforcement agencies for response.
- More than 600 facts of damage to the city’s appearance, damage to newly rehabilitated streets, parks, and squares, and illegal excavations have been revealed, financial sanctions have been imposed, and each of them has been instructed to repair the damage.
- 953 penal charges have been imposed on the facts of foreign trade. Several events were held near metro stations and central avenue in terms of controlling foreign trade and organizing areas.
- In terms of acoustic noise, including construction noise control, 221 penalties have been imposed, and monitoring of complaints from citizens is underway 24 hours a day.
- In 2025, more than 2000 construction objects have been inspected in terms of determining and evaluating compliance with permitting conditions, 1607 applications have been submitted for operation, and 1087 construction objects have already been commissioned.
- Under the provisional commissioning of construction in 2025, an additional 111 multi-storey residential buildings will be commissioned, giving thousands of generous owners the opportunity to rightfully own immaculate properties and enjoy municipal programs smoothly.
