Georgia signs convention on human rights, AI, Democracy, rule of law

The Georgia Government signed a convention on artificial intelligence, human rights, democracy and the rule of law in Vilnius.

The Georgia Government signed a convention on artificial intelligence, human rights, democracy and the rule of law. This convention prepared by the Council of Europe was signed by Georgia on September 5, 2024 in Vilnius.

At the same time  many other countries in addition to Georgia have signed the convention. The other European Countries that signed the convention include Israel, Iceland, Norway, Moldova, the United States, the European Union, the United Kingdom, Israel, San Marino, and Andorra.

These countries signed the convention at the recently held conference in Vilnius. Notably  the abovementioned convention is the first treaty created to ensure the use of  AI systems in a systematic manner.

Moreover  it also aims to make people use AI as per provisions which will be fully consistent with human rights, democracy, and the rule of law. Speaking on the occasion, the secretary general of the Council of Europe  Marija Pejčinović Burić CoE, said that “The convention has been designed in such a way that it will make sure that member countries use AI for upholding the European Union standard in the long term.

He also expressed hope that this treaty signing will be followed by ratifications so that its provisions can come into effect as soon as possible. Notably the document is an open treaty document which has the possibility for other countries to sign it in the future as well.

It is worth noting that the main provisions of the convention are to cover things such as the entire life cycle of AI systems under the legal framework. This will also ensure progress and innovation in the field of artificial intelligence. In fact the convention was adopted by the Council of Europe Committee of Ministers on May 17, 2024.

The council has a total of 46 members including members of the EU and 11 European member states. On behalf of the Republic of Georgia, the treaty was signed by Justice Minister Rati Brigade. After the ratification process  it will come into force within three months.
