Budapest: Georgia participates in EQAF 2025

Georgia: The representatives of the National Center for the Development of Education Quality, in Budapest, took part in the 2025 European Forum for Quality Assurance (EQAF).

The National Center for Education Quality Development of Georgia shared the glimpses of the event on its official Facebook page on Thursday, December 4, 2025. The center also shared a small note about the meeting along with its glimpses.

The main topic of the forum was to maintain institutional stability of education quality assurance in crisis conditions.

During the forum, the representatives of the Center presented the reportEducation as a shelter: Georgia’s response to the local and international refugee crisis.” The introduction of the presentation emphasized the importance of quality assurance of education in times of crisis and the role of quality assurance systems in different types of global challenges.

The main part of the presentation focused on describing the legal mechanisms used by Georgia to ensure the legal recognition of higher education received in the occupied territory of Georgia, the process of replacing the documents of self-declared territories, as well as flexible verification of documents for Ukrainian refugees. Including procedures for acknowledging data received from the Unified State Electronic Database (EDBO) without official verification.

During the presentation, new procedures were discussed for persons who have an international protection status and cannot provide documentation to support their education. For example, Georgia emphasized the importance of using a flexible and fair recognition system in crisis conditions.

A discussion was held between the representatives of the National Center for the Development of Quality Education and the participants of the forum, where special interest was expressed in the procedures for recognizing education received in the occupied territories in Georgia.

Experiences were shared and explained what recommendations Georgia can give to other countries for managing similar challenges and implementing effective processes.
