Georgia: The Special Investigation Service (SIS) presented to the Parliament of Georgia its activity report for 2023, which contains information about the agency’s activities. The report highlights the role of the individual Crime Prevention Council and the achievements that reflect the Council’s productive work.
A separate Criminal Crime Prevention Council was established in January 2023. It unites the Prosecutor’s Office of Georgia, the Ministry of Justice, the Ministry of Internal Affairs, the State Security Services, and the Special Investigation Service.
The first meeting of the Council was held on June 21, 2023, to discuss crime prevention issues related to the regulation of fire safety standards in prison facilities, refining the suicide prevention program, establishment of a duty for escort staff in mental facilities, unhindered entry into temporary detention centres Approving Lee’sLee’s rule; providing access to video recordings as complaints rise and decline Identified police units and highlighted trends.
The Prevention Council also discussed the service’s approach to questioning law enforcement officers and their accountability. From March 1, 2022, to December 2023, the Special Investigation Service questioned 4050 law enforcement officers regarding citizens’ complaints and claims.
The work of the Criminal Prevention Council and member state agencies has significantly reduced the incidence of misconduct in the country. Three hundred sixty-five facts of inappropriate treatment by law enforcers were recorded in 2021, 285 in 2022, and 257 in 2023.
One of the results of the Criminal Crime Prevention Council, created by the initiative of the Special Investigation Service (SIS), is the decrease of the facts of inappropriate treatment.
There were facts of misconduct committed by law enforcement officers, and thus, the rate of initiation of investigations decreased by 29% in 2023 compared to 2021, with a significant contribution going to the Criminal Crime Prevention Council initiated by the Special Investigation Service.
In the coming years, the Special Investigation Service (SIS) will actively work to combat inappropriate treatment and respond to crime quickly and effectively through crime prevention. The Criminal Crime Prevention Council should play a decisive role in this process.
