Georgia: Amendments to be included regulations of Parliament

Georgia: The Committee on Procedural Issues and Rules discussed the amendments to the Rules of Procedure of the Parliament of Georgia article by article in the second reading.

 According to the chairman of the committee, Irakli Kadagishvili, with the adoption of the draft regulation, an important step will be taken in the direction of improving parliamentary control.

 Irakli Kadagishvili said, “The recommendation set by the European Union to strengthen and refine the parliamentary control mechanisms will be implemented in order to grant the candidate status to Georgia.”

 The draft regulation ensures more efficient functioning of individual mechanisms of parliamentary control and elimination of gaps in practice.

 “With the draft of the presented regulation, the issues related to the separate mechanisms of parliamentary control are arranged in a new way, as well as the existing regulations are refined from a legal point of view. The regulations do not specify the deadline for the chairman of the committee to send the committee’s request for the invitation to the committee meeting to the relevant official, which in certain cases is an obstacle in the process of using the aforementioned mechanism of parliamentary control”, said Irakli Kadagishvili.

 The regulation defines the time limit for sending the request of the committee to the relevant official by the chairman of the committee, no later than 3 days.

 In addition, in order to ensure the mandatory attendance of relevant officials at the meeting of the committee and to ensure compliance with the requirements of the regulation of the Parliament of Georgia, the draft regulation introduces a systematic monitoring mechanism.

 The Committee on Procedural Issues and Rules of the Parliament of Georgia will periodically study the issue of mandatory attendance of officials at the committee session, for which the appropriate rule, procedure and response mechanisms will be determined.

 After studying the issue of mandatory attendance of officials at the committee meeting, the Committee on Procedural Issues and Rules, if necessary, will respond appropriately, including developing recommendations, as well as provide the results of the study to the Bureau and ensure that the said information is published on the website of the Parliament.
