Under the leadership of Minister of Education, Science and Youth Givi Mikanadze, a meeting of the Board of Rectors was held at Shota Meskhia Zugdidi State University, in which rectors and representatives of Georgian State and Private Universities participated.
The Ministry of Education, Science, and Youth of Georgia shared the glimpses of the meeting on its official Facebook Page on June 18, 2026, Thursday. The Georgian Education Ministry also shared a small note about the meeting along with its glimpses.
Members of the Council discussed ongoing processes within the framework of the higher education system reform. It was noted that one of the main directions of the reform is to provide full financing of education for Georgian citizens in the first and second stages of higher education in state universities.
During the meeting, the participants discussed the draft of establishing a new model for higher education financing.
According to Givi Mikanadze, the new model is based on a two-component system – basic financing and financing based on the execution of state orders. The Minister said, on the one hand, this will ensure institutional sustainability and financial autonomy for public universities; on the other hand, it will contribute to the development of a system focused on quality, results, and national priorities.
It was noted that World Bank representatives were actively involved in the process of developing a new project model for higher education financing.
The meeting was held in a discussion format, and the members of the council made joint decisions on a number of issues.
Zviad Gabisonia, Deputy Minister of Education, Science, and Youth of Georgia, Director of Maritime Transport Agency Ivane Abashidze, and representatives of the Ministry of Culture also participated in the Council of Rectors.
