The Georgian Civil Aviation Agency and “Sakaeronavigacia” Ltd. hosted a working meeting on the generation of a risk management system related to the functional efficiency of air traffic supervisors.
The Georgian Civil Aviation Agency (GCAA) also shared the glimpses of the meeting on its official Facebook Page on January 30, 2026, Friday. The Agency also shared a small note about the working meeting along with its glimpses.
The event was held with the support of the project with the European Air Navigation Security Organization (EUROCONTROL) and was attended by representatives of the agency and “aironavigation”. The working meeting was led by Fabri Droguli, an expert on human factors and security of Eurocontrol.
During the three-day event, the parties discussed the stages and phases of effective implementation of the Air Traffic Supervisors Functional Risk Management System (FRMS), as well as continuous risk management systems based on scientific principles, knowledge, and more, to ensure, maintain, and further improve the highest standard of flight safety.
EUROCONTROL expert introduced to the participants of the meeting the scientific and practical aspects of FRMS implementation, air service industry change systems and practices in leading EU countries related to their control.
The conversation also touched upon the difficulties and challenges faced by regulatory bodies and air service enterprises amid increased airflow in managing risks related to the functional efficiency of supervisors.
In order to harmonize with international civil aviation standards, including EU requirements, the Civil Aviation Agency adopted the Air Traffic Services Rule in 2023. The requirements for the management system related to the fatigue of air traffic supervisors came into force in December of that year, according to which “Saeronavigacia” Ltd. began developing and implementing FRMS in the same year.
The working meeting held in cooperation with Eurocontrol is important for sharing international best practices and effective implementation of the system, which is directly related to improving the safety of air traffic management in Georgia.
