Georgia became a signatory country to the Convention of the Council of Europe on “Joint Production of Audiovisual Works in the Form of Series”. Georgian Minister of Culture Tinatin Rukhadze signed the document in Lille, France.
The signature ceremony, which was opened by the Secretary General of the Council of Europe, Allen Berse, was held within the framework of the International Series Festival (Series Mania). City Series Mania has been held in Lili since 2018, and 5000 professionals from 75 countries are participating in it.
Signature of the Convention is an important step in terms of Georgia’s commitment to cooperate in the sphere of culture and bring audiovisual policy closer to European standards within the framework of the Association Agreement.
With this convention, the Council of Europe establishes for the first time multifaceted standards for films created in a series format. The convention was adopted on November 26, 2025, by the Committee of Ministers of the Council of Europe. Its goal is to protect cultural diversity, strengthen the independent manufacturing sector, and promote international cooperation.
Signing the convention will significantly strengthen Georgia’s integration with the European creative industry and facilitate the formation of partnerships with European platforms, production companies, and TV channels.
The signature of the Convention will significantly enhance the capabilities of Georgian production companies to attract foreign investments, participate in high-budget international projects, and promote Georgian cultural products on the international market.
Tinatin Rukhadze noted, “For a long time, we have been members of various European film associations, and for years, the Georgian film industry has been actively participating in co-productions.” Through this convention, we are allowed to present dignifiedly on the world’s largest platforms.”
She also mentioned that for the development of the Georgian film and television industry, from today, the best opportunities are created for the country. This decision has a special role in the process of deepening cooperation with Europe.
According to her, “This is the smallest step economically, as a large share of the modern film industry comes from TV series. “I had a fruitful meeting with Mr. Allen Berse. He expressed his gratitude to our country for joining this convention,” Tinatin Rukhadze added.
Georgian Emergency and Plenipotentiary Ambassador to the Republic of France, Permanent Representative of Georgia in UNESCO Irakli Kurashvili, attended the signing ceremony.
