Tbilisi: The Employees of Department of Environmental Supervision will control the composition of harmful substances in the vehicular emissions on the roads. At today’s session, the government supported amendments to the Code of Administrative Offenses, which will regulate the control of harmful substances in vehicle emissions and the violation of established norms.
According to the draft law, a new article (119 Prima 2) will be added to the Code of Administrative Offenses – exceeding the established norm of harmful substances in the emission of vehicles. Thereby, employees of the Environmental Supervision Department will be authorized to control the vehicular emissions on the roads. Severe penalties will be imposed for violation of the norms of the composition of harmful substances in the emission.
At the first stage, the law will come into force in the 4 largest cities – Tbilisi, Kutaisi, Batumi and Rustavi; sanctions will be determined as follows: the violation individual will be fined for the first time with 100 GEL, and in case of repeated – 300 GEL; Legal Penalty, What will be fined for 500 GEL for the first time, in the second case – 1500 GEL;
The draft law will be implemented from June 2023. Until the mentioned period, the Department of Environmental Monitoring will purchase special modern field equipment and corresponding equipment, as well as proper software and training of employees, for control over the transport to be implemented effectively.
The legislative amendments package was prepared with the Movement – “My City Kills Me” together, who co-author of the bill, which is another good example of cooperation with civil society. The bill will be presented to the legislative body in the near future.
