The Prosecutor’s Office of Georgia has charged 32 individuals with “legal theft”, membership in a “thieves’ underworld”, support for the activities of a “thieves’ underworld,” and appeal to a “thieves’ underworld”.
The Prosecution Service of Georgia shared glimpses of the arrest made by them on its official Facebook Page on July 8, 2026, Wednesday. The Prosecution Service also shared a small note about the crime committed by them along with their glimpses.
An investigation conducted by the Central Criminal Police Department of the Ministry of Internal Affairs of Georgia established that members of the “thieves’ underworld”, along with individuals accused of supporting the activities of the “thieves’ underworld”, recognize the “thieves’ underworld” and systematically organize “thieves’ gatherings”. They were involved in resolving disputes between citizens for personal gain, both with the participation of a “thief in law” and independently, and in case of non-compliance or violation of their decisions, they threatened citizens with physical punishment and death.
Law enforcement officers arrested 29 people; two were charged in absentia, and one person was charged in a penitentiary institution.
The defendants were charged under Article 223 Prima, Part 2 (“Theft in law”), Article 223 Prima, Part 1 (“Membership in a “thieves’ world”), Article 223 Tertia, Part 2 (“Supporting the activities of a “thieves’ world”), Article 223 Quarta, Part 1 (“Appeal to a thief in law/member of a “thieves’ world”) of the Criminal Code of Georgia, which determines the type and extent of punishment. It provides for imprisonment of up to 15 years.
The prosecutor’s office shall apply to the court within the time limit established by law with a request to impose imprisonment as a preventive measure on the accused.
