Georgia:Â An information meeting was held in Dusheti within the framework of the nationwide systematic land registration reform launched by the National Agency of Public Registry (NAPR) of the Ministry of Justice of Georgia in January 2022.
At the meeting, National Agency of Public Registry (NAPR) representatives discussed the reform’s ongoing and planned activities, which aim to survey and register all private, state or municipal land plots in 59 municipalities of Georgia (except for occupied territories and self-governing cities) by the end of 2024.
The meeting was attended by the Chairman of the Agency, David Devidze, State Commissioner of Mtskheta-Mtianeti Party, David Nozadze, Deputy Giorgi Kapanadze, Dusheti Municipality leaders, City Hall, City Council and representatives of the Agency.
The reform will support protecting owners’ rights, developing social projects, and implementing effective land administration and land use policies to promote sustainable economic growth in agriculture and agribusiness.
As noted, as of today, the measurement process and registration of land rights have already been completed in 11 municipalities1. A large group of public registries is working in Dusheti municipality, which has already measured up to 30,000 plots of land, and the works will be completed by the end of the current year.
The reform leverages innovative methods and technologies, such as web applications of e-minutes, UAVs (drones), and high-precision surveying tools, to ensure anti-corruption practices and enhance the transparency and efficiency of the registration process.
The Systematic registration of land throughout Georgia is carried out in 59 country municipalities, except for self-governing cities and occupied territories.
The systematic land registration reform is a landmark and of fundamental importance for the country, as it will create a unified cadastral database and enable the inclusion of land in the economic turnover.
According to the plan schedule, the National Agency of Public Registry in 2022-2024 measures and registers land plots in private, state or municipal property. The use of the project is entirely free.
As a result, a single accurate cadastral and legal picture (map) will be created. The real estate market will also develop.
